At the end of 2024, Poland enacted legislation implementing a three-year plan to raise excise duties on tobacco products, as part of a broader strategy to reduce smoking prevalence. Cigarette excise taxes will increase by 25% in 2025, followed by 20% in 2026 and 15% in 2027. Similar rises will affect cigars, cigarillos, and fine-cut tobacco, with E-liquids facing steep hikes: 75% in August 2025, 50% in 2026, and 25% in 2027. Heated tobacco products will also see excise increases of 50% in 2025, 20% in 2026, and 15% in 2027.
