In 2023, cigarette consumption in Cambodia has seen a gradual decline due to various factors. The price increase of all cigarette brands, influenced by the recent implementation of VAT, has directly affected consumers' purchasing power.
Attitudes to smoking differ between rural and urban consumers and between men and women. Urban consumers are increasingly aware of the health risks associated with smoking, with many cutting back or quitting altogether.
Domestic tobacco production declined rapidly in Cambodia towards the end of the review period, with this linked to declining demand for tobacco as a raw material. However, Cambodia signed a new trade agreement with Vietnam during the review period and if this agreement remains in place then the domestic supply of tobacco is expected to be maintained, due to farmers having new customers for their production.
There are not any significant obstacles to the distribution of tobacco in Cambodia with the country’s infrastructure supporting distribution even in rural areas with there being improvements made to roads even in these areas. Nevertheless, during the rainy season, there can be problems such as flooding and broken roads which can limit distribution into the affected areas.
