Cigarillos saw expansion between 2016 and 2020 due to their lower price compared to cigarettes. However, revised legislation in October 2021 led to a decline in volume sales.
In contrast to cigarillos, volume sales of smoking tobacco are expected to increase steadily across the forecast period. This will largely be due to the performance of fine cut tobacco, which constitutes around 90% of total smoking tobacco.
Although there are some dedicated pipe tobacco enthusiasts in Japan, the subcategory has an outdated image and is unlikely to attract a new consumer base in the future. In contrast, there is a steadily increasing popularity of water pipe tobacco, also known as shisha, particularly among younger consumers.
