Volume sales of cigars and cigarillos in Austria are expected to decline gradually over the forecast period, within the context of smoking's waning social acceptance. However, cigarillos - and especially cigars - are less closely associated with health risks or nicotine addiction, which may help them maintain a more stable consumer base compared to cigarettes.
Existing legislation will ensure that fine cut tobacco will continue to face significantly higher taxation until at least 2026, with the clear intention of eliminating its appeal as a cheaper alternative to cigarettes. By the end of the review period, the tax rate stood at 56% of the retail price, or a minimum of EUR154 per kilo.
In 2019, Austria implemented the Track & Trace system for cigarettes and fine cut tobacco, in line with the Tobacco Products Directive, which ensures forgery-proof traceability to combat illicit trade. As of May 2025, the same requirements were extended to cigars and cigarillos.
