Looking ahead, the outlook for full-service restaurants in France is not entirely pessimistic, especially given the influx of domestic and international visitors to Paris and other Olympic host cities. Attendance levels surpassed previous Olympics, presenting a potentially larger-scale event than a typical FIFA World Cup.
A persistent shortfall of employees - exacerbated after the pandemic as many switched industries - remains a critical issue for the French hospitality and foodservice sector. Despite raising wages significantly, there is still a shortage of around 200,000 workers, with trade bodies stating that nearly 7,000 small and medium-sized enterprises went bankrupt in 2023 due to growing overheads.
To counter the structural challenges and high operating costs felt most acutely by independent full-service restaurants, new initiatives are emerging. One approach to reduce the financial hit from no-shows is to implement pre-payment measures, including credit card holds and automated reminders, which stabilise revenue by limiting last-minute cancellations.

Full-Service Restaurants
FSR (full-service restaurants) encompasses all sit-down establishments where the focus is on food rather than on drink. FSR is characterized by table service and a relatively higher quality of food compared to quick-service units. Menus offer multiple selections and may include breakfast, lunch and dinner. Preparation of food products is often complex and involves multiple steps. NOTE: restaurants types catalogued in this segment refer to table-service only (outlets with a proper “full table service:” wait staff attending customers and taking orders at the tables). Outlets with “limited table service” are excluded from FSR. For example: outlets where customers order their food at the counter are excluded (even though the waiter will then bring the food at the table).
