The argument set forth by Congressman Omar Fernandez is that these items are essential for girls and women and should be classified as essential products with low/no tax rates added to make them more affordable to women in all income groups.
As in several Central American countries, the Dominican Republic still faces several barriers to improving menstrual hygiene conditions, especially among women from low-income demographic groups. These women sometimes face difficulties, such as lack of education regarding menstrual health, in addition to income limitations that prevent the regular purchase of menstrual care products.
Dominican women tend to show greater brand loyalty to sanitary towels than to other hygiene or personal care categories. This is due to adopting a specific brand at an early age and then growing to feel comfortable with a product that does not cause irritation or other discomfort.
